The Global Democracy Award is granted to those three states (countries) that have achieved the most democratic progress during recent years in international comparison to other states. For that purpose the Democracy Ranking of the Quality of Democracy will serve as a key reference for defining a crucial benchmark. The Global Democracy Award may also take additional references into consideration. It is possible that the Award could be granted every second year. The essence of the Award may be primarily symbolic.
